Yes. Where a job requires them we handle the filing, coordination and inspections, so you're not the one on the phone with the buildings department.
It shouldn't. The written estimate is what you pay unless you ask for something outside the original scope, or we uncover something hidden behind a wall. Either way you hear about it and approve the cost before we do the work, never after.
